Memory – The PND in the process of sustainable development of the lower delta of the Senegal River

The development of the Senegal River basin by its riparian states organized within the framework of the Organization for the Development of the Senegal River (OMVS) has fundamentally changed the natural environment of the river since the beginning of the nineties by the the establishment of two large dams located, one upstream and the other downstream.

This new situation will exacerbate the living conditions of local populations, particularly in the lower delta of the river where they have long been affected by a daunting physical environment, both harsh and fragile, marked by low rainfall and salinity of the soil.

Thus, it was both to develop this micro space of the river for the first time and to regulate the situation that Mauritania followed in the footsteps of Senegal by creating in 1991 in the lower delta a national park called Parc National du Diawling (PND ). Its mission is to harmoniously develop the activities of local populations with a view to respecting the environment for sustainable development.

But with new changes, the pressure of human activities on the environment and its few insufficient resources has become stronger, further weakening it and making cohabitation between its different users more and more difficult.

The work proposed here is a reflection on the action and possibilities of the park in a context of fragility and environmental and socio-economic changes in space.
