From the PND to the Transboundary Biosphere Reserve: games of scale to the test of sustainable development in the lower delta of the Senegal River

The Diawling National Park (PND) was created in 1991 in the lower Mauritanian delta of the Senegal River, in response to environmental and socio-economic degradation, following the construction of the additional Diama dams downstream and Manantali upstream. Its positive impact on this area has grown, thanks to the restoration of ecosystems and then the human activities which depended on them and which had suffered profound degradation with the commissioning of the Diama dam in 1986. But this impact has limits and the Management scenarios and consensus initiated with the local population involved in this process are not always well consolidated. Also, since 2005, a Transboundary Biosphere Reserve (TRB) in the Senegal River delta has been superimposed on the park, requiring new allocations of space uses. Does this bode well for the sustainability of the achievements? What are the risks and prospects with this change of scale?
