Navigation cookies

Navigation on the site www.pnd.mr may cause the installation of (anonymous) tracking cookie(s) on the user's computer. A cookie is a small file, which does not allow the identification of the user, but which records information relating to the navigation of a computer on a site.

Use & purpose of cookies : The data thus obtained aims to facilitate subsequent navigation on the site, ensure the proper functioning of the site and is also intended to enable various traffic measurements. This data is also used to collect statistical and analytical values, such as the date and time of the visit, the pages visited, the duration of the visit, the type of browser and connection, etc. The IP address is anonymized and cannot therefore be identified. For more details on the use of these cookies, see below (in the category concerning statistics and audience measurement).

Agreement & consent : In accordance with the legislation (Article 6.1. GDPR) and the recommendations of the CNIL, you can accept or refuse cookies by entering our site; their use by the site www.pnd.mr therefore rests on the basis of consent. An information banner is displayed at the bottom of the page, and you can either accept or refuse the use of cookies (managed by the GPDR Cookie Consent extension).

What types of cookies do we use? : In order to best inform the user about cookies, they should be grouped into several categories:

  • Browsing cookies: Browsing cookies help improve site performance. This category of cookies does not require the user's prior information or consent to be placed on the user's terminal since it is a necessary technique for the proper functioning of each website. These navigation cookies make it possible to adapt the presentation of the site to the display preferences of the terminal (responsive design, display resolution, operating system used, etc.), to store information relating to the form that the user has completed on the site, to offer the user access to their account (if existing) or any other space reserved using their identifiers or to implement security measures, for example when the user is asked to connect again to content or a service after a certain period of time has elapsed. Additionally, browsing cookies can be classified into two subgroups:
    1. Session cookies: session cookies are only stored for a short period of time, only when your browser is online. This means that once your browser is offline or after a long period of inactivity, cookies will be deleted.
    2. Permanent cookies: Unlike session cookies, permanent cookies are not directly deleted once the browser is offline. Permanent cookies remain in the system, can influence and send suggestions to the user about other interesting products.
  • Audience measurement cookies: Audience measurement cookies are small files that allow us to know which pages are visited by Internet users on our site, to know the number of visits, the volume of pages visited, etc. These are statistical and analytical measures of the site. This collected information is completely anonymous and does not display personal data such as name, surname, address, location, etc. These cookies allow the publisher to improve the interest and usability of the entire site, services and content. We use the WP Statistics audience measurement solution for WordPress, a service compliant with the European General Data Protection Regulation (GDPR). Its configuration makes it possible to anonymize the IP address of Internet users.

Some cookies are exempt from consent. These are cookies and trackers strictly necessary for the provision of a service expressly requested by the user. So, for example, the following trackers do not require consent:

  • Browsing cookies, such as for example “session identifier” cookies, for the duration of a session, or persistent cookies for personalizing the interface (choice of presentation, choice of terminal and change of design, etc.)
  • Session cookies created by a media player
  • Load balancing session cookies (“load balancing”)
  • Some measurement analysis solutions audience (analytics) like WP-Statistics; These computer extensions allow the user's IP address to be scrambled. In this way, the anonymity of the latter is ensured.

Refusal of cookies : Refusing to install a cookie may result in it being impossible to access certain services. The user can, however, configure their computer in the following way to refuse the installation of cookies:

In Internet Explorer : tool tab (pictogram in the shape of a cog at the top right) / internet options. Click on Privacy and choose Block all cookies. Validate on Ok.

Under Firefox : at the top of the browser window, click on the Firefox button, then go to the Options tab. Click on the Privacy tab. Set the Retention rules to: use custom settings for history. Finally uncheck it to disable cookies.

Under Safari : Click at the top right of the browser on the menu pictogram (symbolized by a cog). Select Settings. Click Show advanced settings. In the “Privacy” section, click on Content settings. In the “Cookies” section, you can block cookies.

Under Chromium : Click at the top right of the browser on the menu pictogram (symbolized by three horizontal lines). Select Settings. Click Show advanced settings. In the “Privacy” section, click on preferences. In the “Privacy” tab, you can block cookies.

The user can also manage and deactivate cookies by installing one of the free extensions on their Internet browser. The CNIL website recommends several, such as Ghostery, DoNotTrackMe or Disconnect.

Ghostery is particularly interesting for its simplicity. This extension exists for all major browsers (Safari, Google Chrome, Firefox, Opera and Internet Explorer) and also exists as an application for mobiles (Android and iPhone). It is free and by default it does not record any information about its users in order to protect your privacy. Two possibilities: either deactivate cookies for all websites, or choose in real time which cookies to block or authorize. In the Ghostery options, the user has access to a “Blocking options” section which has several tabs, including a “Cookies” tab. Cookies are listed in 4 main categories, the user is free to choose which ones they want to deactivate:

  • Analytic : These are statistical cookies, which record, for example, website traffic.
  • Tags: these cookies have very varied functions; for example, they can allow you to see how many subscribers have opened a Newsletter, to suggest that you read other articles on the same subject when you visit a site, etc.
  • Advertising : these cookies make it possible to display advertisements corresponding to your interests (targeted advertisements).
  • Widgets : These cookies are mostly linked to social networks: they allow you to follow a site on these networks, comment on a site, share articles, etc.

The user can also revoke their consent in terms of cookies at any time, even if they have previously accepted or refused; this using the button below:

By completing the newsletter registration form, you indicate your email address and your consent/agreement to receive the newsletter from the PND; these two pieces of information are mandatory, otherwise the user cannot subscribe to the newsletter. This information is then collected and saved on the MailChimp platform, which has its own privacy policy and management of personal data (more information here: https://mailchimp.com/legal/cookies/), in order to satisfy your request to subscribe to the PND newsletter.

These websites may then collect data about you, use cookies, embed third-party tracking tools, follow your interactions with this embedded content if you have an account connected to their websites. This information is necessary to ensure the integrations work properly and respond to user requests.

Statistics and audience measurements

The PND does not use Google Analytics. We have decided to abandon these services since the personal data of users and customers would not be sufficiently protected. In addition, Google uses this data for its own purposes to compare it with other statistics.

Consequently, the PND uses the WP Statistics solution for WordPress, a service compliant with the European General Data Protection Regulation (GDPR), which allows complete anonymization of the visitor (anonymized IP address in particular) and their data.

The purpose is audience measurement and the development of statistics in an absolutely anonymous manner. The data at our disposal does not allow any deduction about the visitor and their habits. The figures collected make it possible to monitor the evolution of the site and thus adapt it to the needs of visitors as a whole.
